Abstract

Purpose: to analyze the legislative regulation and public policy of the Swiss Confederation regarding control over the circulation and use of narcotic drugs and psychotropic substances, as well as practical aspects of the implementation of this control. Research methods: the methodological basis of the study is to use a systematic method, an analysis method, as well as formal legal and technical legal methods. Conclusions: as a result of the research work, a conclusion was drawn: the ‘four pillars’ policy allows the Swiss Confederation to exercise effective control over the circulation and use of narcotic drugs and psychotropic substances. Scientific and practical significance: the results of the study can be used to improve the legislative regulation of control over the circulation and use of narcotic drugs and psychotropic substances in other countries, including the Russian Federation.
