Abstract

The two major environmental movements in Chile are the Mapuche struggle against Ralco Dam construction and the Patagonia sin Represas Movements. Despite various similarities in terms of its emergence as well as mobilization strategies, the Patagonia sin Represas movement seems to achieve its goal by stopping the project while the Mapuche struggle against Ralco Dam construction could not. This work aims at analyzing the reasons why such differences occur by applying theoretical perspective from political opportunity structure. This analysis informs us that the instability of the elite works as a political opportunity for the Patagonia sin Represas movements while such instability did not occur with the Mapuche struggle against Ralco Dam.
