Abstract
The article examines the emergence and development of the main forms of selfgovernment in our country during the pre-revolutionary period. Such a form of national selfgovernment as the Veche is considered. Vecha assemblies became widespread in Russia with the weakening of princely power during the period of feudal fragmentation (the second half of the 11th12th centuries), becoming a form of government in many cities - the centers of individual lands. The heyday of veche activity is associated with the strengthening of the role of citizens in political life. The important role of such a form of self-government as the Zemsky Cathedral, the central corepresentative institution of Russia in the middle of the XVI - end of the XVII centuries, is noted. A description of the Zemstvo authorities that developed as a result of the reform of 1864 is given.
