Abstract
The author analyzes widespread schemes of using the procedure for granting land plots without bidding, provided for in Article 39.18 of the Land Code of Russian Federation for the purpose of illegal enrichment, the reasons for their appearance and existence, ways to combat them. The method of their eradication is proposed by changing the norms of law and introducing the institution of the register of unscrupulous applicants.
