Abstract
This research conducted an study on the perceived risks as online citizen participation. Second, analyzed the impact of perceived risk on online citizen participation. Finally, analyzed the moderating effect of individual ICT skills. The findings of the study indicate that: Perceived risks have a positive impact on online citizen participation. And confirmed that the effects of perceived risks on online citizen participation differ depending on the level of ICT skills. This is a result showing that education is needed to promote online citizen participation.
