Abstract

The dual function of railway transport is considered - as an independent system and as an element of the «national economy» system. The task of the second function is to provide economic ties with reliable and efficient transport links. When performing this task, there is a need for stream-by-stream control of traffic flows and use of a flexible formation plan. Herewith, losses are reduced due to mismatch of rhythms at the junction of «transport - production». However, additional costs appear on railways and at stations, which means that revenues are reduced. That is, the first function «suffers». Harmony in contradiction of functions is proposed to be achieved in the following way: the railway transport system pays for additional work of roads from funds received from subjects of economic ties, and those in turn pay for the work of stations.
