ФІЛОСОФІЯ ДЕРЖАВНОГО УПРАВЛІННЯ: СИНЕРГЕТИЧНА МЕТОДОЛОГІЯ ДОСЛІДЖЕННЯ

Abstract

The modern conditions require a study of the public administration philosophy in the context of synergetic methodology as a condition for overcoming the crisis, instability and information stochasticity. This research describes the formation of the concept of strong, or rather effective public administration in the context of philosophical principles, with observance of universal values, based on self-development and self-regulation of the state. After all, the basis of any self-governing system is the ability to self-organize, which is an unique human community phenomenon. Research purpose is to conceptualize the philosophy of public administration in the context of synergetic methodology. Research objectives: to analyze the philosophy of public administration as a practical organizational and regulatory state impact on public life; to reveal the purpose and goals philosophy of public administration as a society development needs and interests hierarchy; to reveal the synergetic methodology as a basis of reflective public administration. Reflection is a principle of philosophical thinking aimed at understanding and substantiating one's own preconditions. Reflection is the main methodological philosophy principle, as it means the transition from the objective consideration of consciousness to self-consciousness, attitude to oneself, self-reflection. Reflection is at the same time a means, a method, and a principle by which philosophy substantiates itself. It is proved that the efficiency and effectiveness of public administration always directly depend on the economic and social development of society, because the functioning of any society can not develop without a coherent order of systemic integrity of the organization and developing a mechanism of self-organization to overcome system instability. New system functioning conditions require changes, restructuring, transformation of system levels of a social development complex system. From time to time, organizations are forced to adapt to radical changes that they are unable to avert.
