Abstract

Despite the government’s efforts, the public’s anxiety about the safety management system of mass gathering events is rising again, especially after the Itaewon incident, and it is necessary to explore ways to improve the situation.
 In this study, we first identified the concept of mass gathering events from the perspective of a threat to public administration, and then examined the legal implications of such events and the role of the police in managing the safety of mass gathering events.
 As a way to improve the safety management system for mass gathering events, this study suggests legislative supplementation of the current autonomous police system, strengthening of the collaboration between related agencies and organizations, expansion and increased utilization of the infrastructure for mass gathering event safety management, and refinement of the manual.
 Hopefully, the proposed improvement measures will be materialized into policies so that the public can experience the fact that the safety management of mass gathering events has been improved, and the lives and bodies of the public will be better protected.
