Abstract

The constitutional concept of «civil peace» is in the focus of this article. The author analyses normative and doctrinal approaches to establish the civil peace. The experience of Latin American countries proved variability, nonlinearity and non-binary of civil peace. The results of the study indicate the need for an objective assessment of the quality of peace and the normative regulation of criteria for such assessment. An important task is to improve legal, methodological and conceptual foundations for ensuring peace.
