Abstract
Modernity gives us a different understanding of education and, accordingly, they evaluate its role in social development in different ways. The quality of higher education in the study is considered from different positions – the quality of educational activity, the quality of the educational process, the quality of the specialist. More attention is paid to educational activities. The effectiveness of educational activity is determined by the ratio of effects in value terms to the costs of measures that lead to a change in the quality of educational activity. Several models of quality management of educational activities are considered. Preference is given to European standards and recommendations of the internal quality assurance of education in universities, where a significant role is given to the policy and procedures of quality assurance of monitoring and periodic evaluation of programs and qualifications, assessment of students' knowledge level, guarantee of the competence of teaching staff, educational resources, information system. It is proposed to implement the concept of adaptive management of educational activity as a targeted, preventive change in the external environment, influence on the factors determining the quality of educational activity within the limits of state and European standards. The basic classification feature of the construction of the management system, which determines the appearance of the system itself and its potential capabilities. The method of organization of the management circuit is chosen. Adaptive systems are aimed at combating uncertainty by obtaining additional information about the state of the object and its interaction with the environment in the process of management with the corresponding restructuring of the system structure and changing its parameters when operating conditions deviate from a priori known ones.
