Abstract

Recently, the intensity of disasters is increasing as heavy rainfalls due to climate change, and fundamental measures are required. In this study, the limitations of the disaster prevention management system were reviewed, and legal plans by each ministries and overseas cases were analyzed. As a results, it was intended to present a comprehensive plan for work in disaster prevention aimed at protecting life and property and a plan to manage the cooperative system of each ministries. In order to solve the multiple risk factors in a lump, comprehensive work in disaster prevention is required. it is necessary to establish and operate a headquarters to promote this, and a working-level group for efficiency such as adjusting the timing of budget input. However in terms of disaster prevention, it was suggested to have a regional council so that sustainable measures could be established, not just one —time. For a safety system that local residents can feel, it was classified into urban, agricultural, mountain, coastal and complex areas, and structural and non —structural measures suitable for regional characteristics were proposed. Through this study, it is expected to contribute to the unification of the aspect of work in disaster prevention.
