Abstract
The article shows that the state in the «employee-employer» relationship is an active participant with its own specific interests, these interests encourage the state to ensure the regulation of the labor sphere on the principles of social partnership, equality, mutual respect and consideration of the interests of the parties, which ultimately account, and only able to give the opportunity to avoid conflict. It is stability, the avoidance of conflicts, including political ones, that is the main interest of the state in social partnership.
