Abstract

This study seeks to find out the legal status related to public rental housing regarding the qualifications of the lessee who has the right to preferentially convert public rental housing. Qualifications for the lessee to acquire the preferential conversion right, which is applied in the case of preferential conversion, must be specified in detail. First of all, many disputes are occurring in the process of determining the qualifications of the lessee necessary for acquiring the right to sell out. These issues are leading to legal disputes. In order to resolve these conflicts, it is necessary to supplement the legal regulations related to public rental housing with clear and specific guidelines. However, since there is a difference between the qualification requirements in the system and the qualification requirements in practice, there is a need to identify the annual sales conversion performance of public rental housing and the current status of sales conversion cases, and analyze the sales conversion cases based on this. There are limitations that have not been fully understood. In this respect, it will be necessary to conduct research to discover various issues related to qualifications through more case studies and surveys, and to prepare causes and countermeasures.
