Abstract

Purpose. The authors touch upon a topical issue related to the procedure for creating and functioning of the day-to-day management bodies of the unified state system for the prevention and elimination of emergency situations. The article proposes solutions to ensure the conditions for increasing the efficiency of the unified state system for the prevention and elimination of emergency situations management bodies functioning, including the construction of a multi-level distributed system of the unified state system for the prevention and elimination of emergency situations day-to-day management bodies, as well as making amendments and additions to the regulatory legal acts. Methods. The article provides a systematic analysis of regulatory document requirements, as well as summarizes the experience of creating the system of the unified state system for the prevention and elimination of emergency situations day-to-day management bodies and its functioning in various operation modes. Findings. The analysis shows that the existing structure of the unified state system for the prevention and elimination of emergency situations day-to-day management body system leads to misunderstanding of its goals and objectives by the relevant authorities, complicates the processes of ensuring management and information interaction. The procedure for management bodies creation and their functioning is not clearly regulated. Some provisions of the legislation contradict each other. The authors talk about the expediency of considering the issue of reorganizing the unified state system for the prevention and elimination of emergency situations day-to-day management bodies into crisis management centers or the unified state system for the prevention and elimination of emergency situations situational centers, as well as the need to update day-to-day management bodies by making appropriate changes to the current Regulations on functional subsystems. In parallel, it is proposed to amend the normative legal acts in the sphere of the unified state system for the prevention and elimination of emergency situations functioning, aimed at eliminating the contradictions revealed in the article. Regarding the existing regulatory legal acts in the field of organizing daily activities of the unified state system for the prevention and elimination of emergency situations management bodies, it should be noted that the existing the unified state system for the prevention and elimination of emergency situations regulatory legal framework includes an extremely large number of documents differing in terms of the level of legal force. The systemic law enforcement of such a vast bulk of normative legal acts is difficult and entails poor organization in daily activities of both management bodies and the unified state system for the prevention and elimination of emergency situations forces to implement tasks aimed at preventing and eliminating emergencies. Research application field. The authors believe that the results obtained can serve as a guideline for further developing theoretical provisions for substantiating the structure of the unified state system for the prevention and elimination of emergency situations day-to-day management bodies and can be used for further improvement of the public administration system. It is advisable to implement the results of the work within the framework of the current activities of EMERCOM of Russia in the form of methodological recommendations that determine the basic requirements for the structure, management and functioning of the unified state system for the prevention and elimination of emergency situations day-to-day management bodies. Conclusions. The essential part of further development of the unified state system for the prevention and elimination of emergency situations is the improvement of day-to-day management body system, while its main goal is to build a multi-level distributed system of the unified state system for the prevention and elimination of emergency situations day-to-day management bodies, functioning according to uniform standards with the use of the latest information technologies. The result of the work conducted will make it possible to increase the response time to emergencies and the quality of information interaction between the unified state system for the prevention and elimination of emergency situations various management bodies. This will reduce the time indicators for making a high-quality operational managerial decision on the response and elimination of emergencies, as well as lead to a reduction in the cost of responding to emergencies.
