Abstract

The purpose of this article is to consider the concept of food security both from the view of households and agricultural producers, estimation of the relationship between the main components of food security and economic policy, analyze the impact of foreign economic policy instruments and the external environment on the level of food independence (food self-sufficiency). The methodological basis of the study is the Food Security Doctrine of the Russian Federation, as well as the concept of imperfect substitution and imperfect transformation between food flows in the domestic and foreign markets. It is concluded that the indicator of food self-sufficiency in any reporting year does not depend on the volume of consumption of its own products. Its actual value, along with the internal price, is formed by the country's foreign economic policy and the external environment, as well as the conditions of substitution and transformation between food flows in the domestic and foreign markets.
