Abstract

The objective of the international energy law order is to ensure the uninterrupted, accident-free operation of international power infrastructure facilities. There is currently no universal convention establishing provisions on the safety of international power infrastructure facilities throughout their entire life cycle. The lack of detailed unified provisions for regulating the interaction between stakeholders of projects for the construction and operation of international infrastructure facilities in case of accidents or illegal activities creates the risk of lengthy, non-transparent procedures for investigating the causes of emergencies at such facilities, results in disagreements and impedes constructive cooperation. The article contains proposals for the international standardization of industry-specific legal provisions on the security of international power infrastructure facilities within associations of friendly states and at the bilateral level.
