Abstract

Purpose: This study aims to provide a policy that will help address the issues of the Korean sports betting industry, which is growing rapidly.BR Method: For this study, various research, survey, and reports were reviewed.BR Results: The findings are as follows: First, the complex structure of laws and also related government departments make it difficult to manage effectively. Second, the Korean government began the sports betting business to make revenue as an instrumental viewpoint but failed to control and manage activities according to market changes and needs. Third, the ‘National Gambling Control Commission’is a nominal organization that failed in its proper performance. Fourth, the revenue from the national sports betting business has not been used only to promote national sports development, as was the purpose of the law . Nevertheless, it was predicted that the sports betting industry will be growing continuously, and the illegal black market, criminals related to sports betting, and social problems will increase too because of the failed control and policies by the Korean government.BR Conclusion: From this study, I propose these policies. First, the Korean government needs to be aware of limitation to control the fast-changing and growing sports betting market, and it must overall reexamine and modify the policy direction and goal. Second, the ‘National Gambling Control Commission’needs organizational reform. For the replacement of the ‘National Gambling Control Commission’, a new institution is needed. The new institution must have an appropriate organizational scale and budget, so it can be comfortable with market change. And it must also have the regulation right, authority to investigate, and right of accusation. This new institution will have to prepare cutting-edge online technology in order to control and manage the illegal market, and the ability to investigate internationally as well. It must also have a control tower function to manage the private enterprise in legalization. Third, the ‘National Sports Promotion Act’, which was revised when the sports betting business was in its initial phase, needs to revise the related article promoting sports funds in order to develop Korea’s sports promotion policy and administration wholly. Finally, most of all, the change of recognition for the sports betting industry is a key part to develop Korean sports in Korean society.
