Abstract
The paper examines the strategy of socio-economic development of the Russian Federation and its subjects, which is regulated by documents at the federal level. The federal law is the basic basis for the development of documents for the socio-economic development of the subjects of the federation (including regions). As a rule, they provide for the growth of indicators that are significant and determine the development of the main areas of activity of a particular entity; in fact, the results achieved are extrapolated for a long time (5-10 years). This study shows that in conditions where it is necessary to ensure the technological and technical self-sufficiency of the country, a new paradigm of development of the country and its subjects based on breakthrough innovations is required and, consequently, the development of new strategic-level documents reflecting the strategy of innovative development of the Russian Federation and its subjects (in particular, regions). The document should contain a long-term choice of priority areas and directions of innovative development, desired benchmarks for the future state of the region, and the development of appropriate mechanisms to achieve them. Given these circumstances, planning to simply build on the results achieved is not effective. It is necessary to change the basis for the development of socio-economic development plans and, consequently, the strategy of innovative development of the subject. The authors of this paper propose to develop a strategy for the innovative development of the region based on an assessment of its innovative potential, which determines the capabilities and level of readiness of the region to create and implement innovations to achieve strategic goals. The paper presents the components of the integral indicator of the level of innovative potential of the subject, as well as the possibility of its increase.
