Abstract
In the conditions of strengthening of modern Russian statehood, there is an urgent need to develop the system of assigning ranks and titles of various types of public service. In this article some problems of the organization of public service in Russia are considered — the problem of regulation of other types of public service, and also the problem of a ratio of types of public service, including consisting in incomplete legal regulation of conformity of class ranks, military and special ranks. Based on the analysis of the three-century experience of the system of ranks and ranks in Russia, the authors of the article come to the conclusion that it is necessary to streamline the system of assigning military and civil ranks and ranks in the modern state.

Пунктом 147 приказа МВД России от 1 февраля 2018 года No 50 «Об утверждении Порядка организации прохождения службы в органах внутренних дел Российской Федерации» [12] устанавливается, что гражданам, ранее проходившим военную службу, государственную гражданскую службу или муниципальную службу, при назначении на должности в органах внутренних дел специальные звания рядового состава и младшего начальствующего состава присваиваются руководителями, имеющими право назначения на должность, а специальные звания среднего и старшего начальствующего состава — Министром, в порядке, установленном законодательством
Summary
В условиях укрепления современной Российской государственности возникает насущная необходимость развития системы присвоения чинов и званий различных видов государственной службы. На протяжении всего периода применения Табели о рангах в Российской империи до начала ХХ века в этот правовой акт, регламентирующий порядок прохождения государственной военной и гражданской службы, вносились изменения с целями ограничения возможностей получения дворянских титулов по выслуге и упрощения процедуры присвоения гражданских чинов военнослужащим, переходящим на государственную гражданскую службу.
