Abstract

Based on the analysis of the state of territorial communities cooperation in Ukraine and developed countries, including the EU, institutional, organizational, economic, administrative measures to intensify this process have been identified as one of the factors that promote communities cohesion, improve horizontal links, build social capital and increase sustainability of decentralized socio-economic systems and their resilience to the crisis caused by the pandemic and armed aggression against our country. It has been established that the territorial communities cooperation in Ukraine, despite proper legislation, is not widespread, especially in the field of economic development, which caused by the low level of community interest in its application, and direct financial incentives lead to temporary bursts of activity with further decline. Using cooperation tools has brought positive results to the Ukraine’s communities in the field of public services and social development. It has been established that the current priority for communities cooperation should be economic development and the involvement of territorial subsystems into the efficient division of labour. A system of normative, informational, organizational and financial measures that are aimed on stimulating economic cooperation between communities in Ukraine has been developed.
