Abstract

The article describes the phenomenon of goals dispersion, which can be discovered in multilevel organizational structures and leads to destruction of links between operational and strategic goals and decrease in the effectiveness of goal-setting. The structure of an economic conglomerate goals system is investigated and the main problems of goal-setting in it are revealed. The reasons for the goals dispersion are highlighted, and proposed a system for their diagnostics. Also formalized approaches to identifying the goals dispersion in the goal-setting system of an economic conglomerate.
