Abstract
В материалах статьи обосновывается необходимость перехода на формирование (трансформацию) механизма управления, позволяющего координировать и согласовывать деятельность разнородных территориальных субъектов во времени и пространстве (целостная социально-экономико-экологическая система). Такая смена вектора обусловливает новые требования к реализации стратегии развития территории, выбору приоритетных направлений, обеспечивающих динамику использования конкурентных преимуществ, созданию адекватных организационно-экономических условий для всех субъектов (формирование конкурентной среды). We substantiate the need in the transition to formation (transformation) of management mechanism enabling to timely and spatially coordinate and adjust the activity of promiscuous territorial subjects (an integral socio-economic-environmental system). Such a direction change stipulates new requirements to the implementation of the territory development strategy, the choice of priority directions ensuring the dynamics of the use of competitive advantages, the creation of relevant organizational and economic conditions for all the subjects (the formation of competitive environment).
