Abstract

The article defines the role of the state social order, which serves as a tool for the implementation of municipal and regional social programs. The author defines the stages and economic and legal support for the implementation of state social services. The issues of the emergence of risks of the state social order in the pilot subjects of the Russian Federation in the conditions of uncertainty of the volume of services are considered. The article presents the calculation of the probability of economic risks in case of non-fulfillment of services of the state social order. A more detailed study is devoted to the study of: organizational risks that depend on the level of uncertainty in the consumption of services; reputational risks that arise if, within the framework of the state social order, the supplier caused moral damage to the customer; budget risks interpreted as the probability of losses of the budgets of the budgetary system of the Russian Federation in the conditions of increasing costs for the execution of the state social order. Based on the results of the study, recommendations are proposed for creating conditions for an equitable competitive policy in the regions in the field of providing high-quality social ordering services, both by state performers and non-profit organizations.
