Abstract

The article deals with the activities of the state in the framework of achieving national goals through the implementation of national projects, which is a priority for the Russian Federation. The purpose of the study is to identify the problems affecting the effectiveness of the implementation of the National Projects in the Russian Federation and the search for directions to improve the effectiveness of the implementation of the National Projects. The article substantiates the idea that under the conditions of systemic changes in the socio-economic situation and the emergence of additional risks, the problem of adjusting the national programs becomes acute. Particular attention is paid to the fact that the developed methodological recommendations for the implementation of the National Projects are only partially focused on increasing the role of local governments in the implementation of national programs. On the basis of the study, it has been established that a clearer reorientation is needed from the purely executive role currently assigned to local governments in the direct implementation of specific activities, transforming them into real full actors directly involved in the preparation, decision-making and implementation of the National Projects. At the same time, an important basis for decision-making in assessing the development and effectiveness of the national projects is the assessment of the socio-economic situation and the effectiveness of measures to solve the problems of Russian municipalities. According to the results of the analysis, it is concluded that the successful implementation of the National Projects will be achieved through measures aimed at improving the mechanism of interaction between regional and local authorities and substantially increasing the implementation of the National Projects by local governments. In this context, we can hope for a more effective implementation of the national projects on the ground.
