Abstract

The purpose of this study was to explore how a president`s will to sports affects the sports policy. Roh Tae-woo, Kim Young-sam, Kim Daejung and Roh Moo-hyun were the presidents who finished their service since the direct election system. Those presidents discussed different sports policies in their sports-related speeches and by looking at those speeches. The speeches on sports were analyzed. The results are presented as follows. First of all, a sports-related speech of each former president since the direct election system appeared to have differences to basic policy of a nation established by a ruler. In case of President Roh Tae-woo and President Kim Young-sam, they basically focused on policy stance of a concerned government in the speeches and there found differences between that policy and sports policy which were being conducted at that time. On the contrary, however, President Kin Daejung and President Roh Moo-hyun made an attempt to relate the sports policy to the policy stance of their administrations. In consideration of what has been studied the above, the sports policy of the president would not have much influence on policies during the time of each president. After all, unless a president has a strong will to enforce certain policies, not to speak of the sport policy, all those fields in Korea will face with different results from what the president has formulated as to the fields. The sports policy by the former presidents since the direct election has been associated with basic policy of a concerned administration. However, most of the administrations were concerned more about international sports event while they failed to create efficient results from a sports for all policy. Since the direct election system was introduce, every presidents came up with new ideas for sports policy field such as physical education, welfare of sportsmen, national competitiveness improvement of elite sports, sports industry vitalization and South-North sports exchanges. However, the sports field would not need more of those new ideas any more but it suggests that the administration make plans to be sustainable and practical in the medium and long term. Not only that, a tentatively named sports offics which will be in charge of sports affairs only should be organized while revision of sports act is discussed as a priority.
