Abstract

The article analyzes the organizational and legal foundations of the formation of personnel security at the enterprise. It has been proven that an effective personnel security system of an institution or organization has a purposeful effect on the formation of economic growth and stability of the enterprise. The organizational tools of personnel security of the enterprise are considered, which are aimed at helping to minimize threats from the institution's personnel, as well as stimulating the desire of each employee to work effectively. Attention is focused on the fact that the formation of the personnel security system organizationally takes place in several consecutive stages, namely: development and approval of the concept of personnel management; formation of basic principles of personnel management; approval of personnel management policy (personnel policy); adoption of personnel management strategy. A separate element of the organizational component of personnel security is the company's motivation (financial and non-financial) of its employees. As a rule, private enterprises and institutions develop an employee motivation card, which provides for a personal development plan for the employee, improvement of his professional skills and competencies, as well as the desire to occupy a higher position at the given enterprise. When organizing personnel security at the enterprise, the system of attracting and selecting personnel is important. For this, the company uses external (recruitment of new employees to work through vacancy announcements) and internal (movement of employees from one position to another within the institution) sources of employee search. The regulatory and legal support for the formation of personnel security at the enterprise is considered. State-wide regulatory documents (laws of Ukraine, resolutions of the Cabinet of Ministers of Ukraine) and internal documents (regulations, instructions, etc.) that form the basis of regulatory support for the formation of personnel security at the enterprise have been analyzed. Problems were identified in the organizational and regulatory legal provision of the formation of personnel security at the enterprise. We will single out the most important international legal acts and standards in the field of personnel security.
