Abstract
The article presents approaches to the development of strategic transport planning for Russian regions. Definition of the concept of transport and communication framework of the territory is presented. The article presents the results of a study on the identification of existing and perspective elements of the transport and communication framework on the example of the Nenets Autonomous district, taking into account the documents of strategic and territorial planning. In modern conditions, scientific approaches to study of the transport and communication framework of the regions need to be specified, supplemented.
