Abstract

The article is devoted to the study of the main approaches to the development of the educational potential of territories based on the network interaction of professional educational organizations and employers. In modern conditions, the competitiveness and attractiveness of the territory is determined by its economic potential, the most important component of which is the educational potential, especially in the context of the development of an innovative economy. Only the educational potential formed on the basis of key regional competencies can become the basis for meeting the needs of the regional economy in qualified professional personnel, attracting investments and forming a regional innovation system. Such development can be ensured on the basis of mechanisms of network interaction between professional educational institutions and employers, with the active regulatory participation of public administration bodies. The purpose of the work is to form a model of network management of the educational potential of the territory on the example of the system of secondary vocational education, which is the most regionally oriented in terms of the formed competencies of graduates and providing the economy of the region with highly qualified workers and mid-level specialists. The analysis of existing approaches to solving this problem has been carried out, which showed the absence of a unified methodology for organizing the network development of educational potential. The tasks of management in this direction are defined and a scheme for managing the process of network development within the system of secondary vocational education is proposed, which generally includes the key principles of creating an organizational and functional model of network development of the educational potential of the territory and can be adapted to any region. During the research, methods of a systematic approach, methods of analysis and synthesis, and the theory of human capital were used. It is concluded that the implementation of the proposed model of the network development of the educational potential of the territory will ensure the integration of the vocational education system of the region into the structure of regional innovation subsystems, and, therefore, the achievement of the goals of sustainable socio-economic development of the region and the country as a whole.
