Abstract
Purpose. To show the genesis of approaches to understanding democracy as a form of realization of power by the people, to reveal the problems of the metamorphoses of democracy, from historical forms of direct democracy (people’s assemblies) to democracy «highly likely». Methodology: general theoretical method of formal logic, historical, comparative legal method. Results. Democracy as a form of organization of state power has certain disadvantages, is not always historically and socially justified and requires a certain, high level of political culture of the population. The practice of existing states shows that today there are no states that are absolutely identical in the implementation of the principles and institutions of democracy. Modern information and commutative technologies have opened up new opportunities for the transformation of basic democratic values in accordance with political needs. Today, various illegal types of disinformation and the policy of double standards pose a real threat to democracy. Discussion. The article may be useful for educational and scientific purposes.
