Abstract

By the material of Orenburg region, the article describes the process of forming the Soviet regional party and political elite of the second half of the 1960-1980s. The author examines peculiarities of working with the party committees’ personnel reserve, describes functioning of the regional nomenclature, provides its statistical analysis and characterizes the system of professional party training of political leaders. The findings indicate continuity in the process of promotion to managerial positions, high intersectorial and geographical rotation of the administrative staff.
