Abstract

The participation of society is the cornerstone of the idea of modern citizenship. Thus، cooperative democracy in which citizens participate directly in the conduct of their public affairs allows direct participation in the formulation of public policies, thus transforming the citizen from a passive one with the right to vote to a positive one who participates in decision-making. A successful democracy is based on continuous and reciprocal dialogue between the various groups and interests in society about major decisions and executive steps. This would contribute to finding good and effective governments that contribute to enhancing social welfare by creating good relations between citizens and building a conscious society characterized by the spirit of the group، and involving them in the process of decision-making and respecting diversity the society.
