Abstract

During the period leading up to the referendum in southern Kurdistan and after the referendum held many statements by the Iraqi leaders and officials, which implied that the establishment of a confederation may be acceptable to all parties and Iraqi Prime Minister Haider Abadi in response to the possibility of establishing a confederation in Iraq pointed out that this step needs to amend the constitution, that is, he did not reject the subject, but the fact that it can not be applied to amend the Iraqi constitution, on the other hand, media sources indicated that the Iraqi government has expressed preliminary approval to discuss this issue.
