Abstract

The article updates the role and importance of human capital, considered as a driver of the socio-economic functioning of rural territorial entities. The necessity of using strategic planning methods in the formation and development of human capital of territorial entities is substantiated. The authors have highlighted modern trends in strategic planning for the development of human capital in rural areas and carried out a detailed con-tent analysis of foreign developments and models in this scientific field of research. It is summarized that in-creasing the level of use and development of human capital in rural territorial entities of Bashkortostan should be based on the use of strategic developments and modern technologies for long-term planning. Increasing the level of investment in human capital will contribute to economic growth, social well-being, and increased incomes of the rural population of Russian regions.
