Abstract

Abstract. Introduction. Today, the topical issue related to the implementation of the pension reform is the provision of pensions for military personnel. The issue of the effective functioning of the pension system for servicemen is not only an important guarantee of achieving a decent standard of living in the event of retirement, but also one of the main ways to enhance the image of military service, a means of motivating servicemen to perform their duties efficiently, quickly and efficiently. The purpose of the article is to identify the essence, assess the effectiveness of the pension system for servicemen, clarify the trends and possible directions of its development in Ukraine. Today, there is a need for a more complete disclosure of the essence, meaning and approaches to the issues of assigning pensions to military personnel, recalculating pensions depending on the conditions of this, a clear understanding of the need for financial resources for these activities, the load on the budget of the Pension Fund of Ukraine and the State Budget of Ukraine. Moreover, it becomes important to determine a specific place in the social and pension provision of the state when solving the entire complex of issues of public administration. Therefore, a deep analysis of foreign experience on these issues and its application in practice in Ukraine, taking into account the possibilities of the national economy, the military-political situation in the country and around it, is necessary. The main results include the following:incentives for high-quality service through the provision of social guarantees, adequate to the relevant conditions of service; the approximation of the social security system for the military personnel of the Armed Forces of Ukraine to the possibilities of social security for the armies of the partner countries; selection and retention of human resources; A balanced and understandable system for assigning pensions to servicemen. This study examines the effectiveness of the currently existing system of pensions for military personnel in Ukraine, its essence and principles, certain components of the pension system for military personnel, the features of the mechanism for assigning pensions over the past 20 years and in the context of the transition of the Armed Forces of Ukraine to the standards of the member country the North Atlantic alliance, analyzed the foreign experience in this field of activity. Conclusion based on the results of the analyzed issues, it is necessary to emphasize today the pension system for military personnel is at a rather difficult stage of its development - this is both a disproportion in the amount of pensions depending on the date of dismissal from military service, and an attempt to change this system in general, subordinating it to other structures of the executive power. and it is inexpedient to change the procedure for financing the payment of pensions to military pensioners and many other issues.
