Abstract

Along with the trend of globalization in 1990s, local development policies concentrated on reinforcement of local competitive power and independent localization through regional specialization beyond the level of resources distribution. Since then, people had the view of local development turned to be culture-and environment-oriented rather than simple development-and growth-oriented, and people began to put a sense of value in life on post-materialism rather than materialism. Also, they considered ‘quality of life’ of community people, ‘pleasantness’ of local environment and region-specific nature as important values. Local development was not connected with tourism before 2010s. Tourism policy by the Ministry of Culture, Sports and Tourism started a diversity of tourism projects based on local areas. It was suggested that tourism business began to make a great contribution to local development as community people actively joined in the projects. The city government investigated and analysed cultural tourism products and city images that were preferred by visitors and worked out strategies of Gwangju tourism products including development of tourism products storytelling which will give many opportunities of experiences to visitors. Therefore, Gwangju city will further promote potential productivity in craft industry as a key tourism product for local cultural development, increase the values of tangible and intangible cultural resources and handcrafts and make persuasive consumption culture that is based on culture and history of Gwangju through innovative strategies.
