Abstract

This paper attempts to identify the importance of tourism carrying capacity and tourism policy capacity to tourism resources and tourism infrastructure to enhance tourism satisfaction. In particular, I tried to verify the mediating effect of tourism policy capacity on the relationship between tourism carrying capacity and tourism satisfaction. For this purpose, I conducted the multi-mediated effect analysis of the parallel structure by the Process macro method using the standard model of the local tourism development index announced by the Ministry of Culture, Sports and Tourism in 2016. The results of the analysis are as follows; First, as a result of correlation analysis, there was a positive correlation between tourism capacity, tourism policy capacity and tourism satisfaction. Second, the mediating effect of tourism policy capacity on tourism resource distribution and tourism satisfaction is a mediating effect of human capacity, which has a positive partial mediation. Third, the mediating effect of tourism policy capacity on tourism infrastructure and tourism satisfaction is a mediating effect of human capacity, which has a positive partial mediation. Based on the above results, it is the mediative tourism policy capacity that plays the most important role in enhancing the satisfaction of the local tourism by expanding the tourism carrying system such as development of tourism resources and tourism infrastructure. I was able to identify that the mediative tourism policy capacity was a human capacity such as a tourism policy human resources and tourism education. In this regards, I suggested that the specialization of tourist policy personnel and various support systems should be strengthened so that the satisfaction of tourists can be improved through the improvement of the quality of tourist products and the development of various tourist contents.
