Abstract

Problem setting. Activities of the patronage in the system of public administration of its functions and specifics, which determine the establishment of interaction with social attractiveness of decisions made, the need for a developed staffing organization arises under certain social conditions associated with the level of development of the civil society.Recent research and analysis of publications. Modern scientific publications of Ukrainian scientists present insights in the problem of development and analysis of the system of public administration: “Intersectoral interactions as the basis of public administration”, 2018 (team of contributors: S. O. Teleshun, N.M. Darmohrai, I. V. Reiterovych, et al.) and research of various aspects of the organization and development of the patronage in the manual entitled Patronage service, 2017 (team of contributors: N. V. Halitsyna, D. O. Kalnysh, B. V. Kovalenko [et al.]; under the general editorship of T. O. Kolomoiets, V. K. Kolpakov), Public service. Foreign experience and proposals for Ukraine, 2007 (under the general editorship of Tymoshchuk V.P., Shkolyk A.M.), Notions and specifics of activities of the patronage and patronage officers, 2015 (O.I. Kostyliev), a number of articles, including: Darmohrai N. Woman in state-making. The composition and functions of the staffing organization of member of the government (1996), and Darmohrai N. Administrative reform: cultural factor of the patronage service (2004), which outline trends in the development of the patronage in public administration.Aim of the article: to examine the formation of the patronage in the system of public administration of Ukraine.Main part of the research. In our opinion, the success of current systemic changes, in particular in public administration also depends on a properly organized, professional patronage service. Over the years of institutional development in inadequate importance was assigned to the formation, statutory regulation and actual determination of functional responsibilities. International experience shows the importance of the patronage in ensuring public activities of public institutions in making socially important decisions.Conclusions of the research. Statutory regulation, professional selection and understanding of the need for the patronage is the basic component that ensures the efficacy of public administration organization.
