Abstract
Objectives: The purpose of this study is to suggest how central and local governments should enhance mutual cooperation in order to raise the publicness of public health care. Methods: Interpretation methodology of laws was used in this study; write carry out interpretation targeting the 「FRAMEWORK ACT ON HEALTH AND MEDICAL SERVICES」, 「PUBLIC HEALTH AND MEDICAL SERVICES ACT」, 「NATIONAL HEALTH PROMOTION ACT」, 「NATIONAL HEALTH INSURANCE ACT」, 「REGIONAL PUBLIC HEALTH ACT」, 「MEDICAL SERVICE ACT」, 「INFECTIOUS DISEASE CONTROL AND PREVENTION ACT」, 「ACT ON THE ESTABLISHMENT AND MANAGEMENT OF LOCAL MEDICAL CENTERS」 etc. And write try to divide the affairs of public health care medical services into national, institutional, autonomous, joint and common affairs, and attempt to analyze the authority of affair handling.
