Abstract
The main topic of this study is access to justice in civil cases in view of high judicial load. The author notes that the growth of the load on the judicial system is a consequence of raising the level of access to the right to trial. The means of reduction of the number of disputes filed to court proposed by scientific publications are studied from this standpoint. Based on the performed study, the author concludes that redistribution of competence is the optimal approach to solution of the problem of high load on the judicial system and maintenance of the existing level of access to justice.
