Abstract

This study introduces a specific method to estimate the social value of public service R&D performance using SROI. Recently, the government is actively pursuing a national research and development project to solve social problems. However, in the current governmental R&D project performance evaluation system, there is a problem in that the effect of R&D is underestimated because the social value of public service development cannot be measured. In order to solve this problem, the study proposes a method for estimating the social value of public service R&D performance using social return on investment(SROI). As a result, the social value of the social problem solving R&D project estimated by SROI was found to be higher than that of general governmental R&D projects. The SROI method presented in the study is expected to provide a criterion for effectiveness based on social values i n the future R&D and operation of public services.
