Abstract
The article discusses the conceptual provisions of the formation of efficient transport systems using cloud-based intelligent technologies. The problematic issues hindering the development of ITS, which are typical for all subjects of the Russian Federation, are considered. A conceptual scheme of the functional architecture of the ITS of the region is presented, which provides for a level of network integration and an information security system. When forming a roadmap for the implementation of the concept of creating efficient transport systems using cloud-based intelligent technologies, a fundamentally important point is to substantiate the integral criterion for evaluating the effectiveness of ITS cities, regions as a whole and its quantitative assessment for different levels of ITS maturity.
