Abstract

INTRODUCTION: The need to solve the problems of providing the rural healthcare with medical personnel with the aim of improving availability and quality of medical care to the population. AIM: Analysis of the current state of provision of medical organizations with personnel with identification of strengths and weaknesses of measures within the federal and regional programs, and development of a complex of scientifically substantiated measures aimed at providing the rural healthcare with medical personnel capable of solving the tasks of improving the quality and availability of high professional medical assistance to the population. MATERIALS AND METHODS: Using analytical and comparative analysis methods, the official statistical data of the federal statistical observation forms No. 12 and No. 30, information of Rosstat and the data of departmental statistics, as well as the results of sociological surveys of the residents of the Voronezh region, were studied. RESULTS: With the satisfactory level of provision of the Voronezh region with medical workers, there is an uneven distribution of personnel across the territory of the region, with the evident deficit in rural areas. A feature of recent years is the formation of such unfavorable trends in provision with medical personnel as a decrease in staffing of full-time positions, an increase in the proportion of medical workers of retirement age, a decrease in the influx of young specialists. The data we have obtained indicate the need to develop a set of measures to preserve and form the staff potential of the region's healthcare. CONCLUSION: Recommendations for solving the problem of continuous professional development of medical personnel are proposed. The findings of the study can be used in the formation of an effective personnel policy aimed at advanced prediction of personnel reproduction in the healthcare system.
