Abstract

It is proposed to expand the functionality of electronic shipping manifests, providing their use for rationing fuel consumption. An algorithm of the software for addressing the problematic issues of planning and accounting of fuel consumption in carrying out a road freight transportation has been developed. It is noted that for the purposes of taxation, the application of the standards put into effect by the Ministry of Transport of Russia is prescribed. In order to adapt them to specific operating conditions, the developers of the standards recommended more than twenty-five correction factors to the basic fuel consumption standards. There is no methodology for substantiating the values of the coefficients, as they are assigned by a CEO order of the enterprise. The factors which lead to fluctuations in fuel consumption when operating on the route are considered, therefore the standards recommended by the Ministry of Transport do not always fully correspond to the real demand in fuel for transportation. The article presents the results of field observations and comparison of the actual consumption and calculated norms. The analysis of approaches to fuel rationing is carried out and the features of using satellite monitoring systems for the vehicles in operation for this purpose are shown. Recommendations on carrying out measurements of fuel consumption and justification of correction coefficients to the standards of the Ministry of Transport of Russia are given. It is recommended to create a specialized software module for controlling the reduction of fuel consumption as part of the information system of a motor transport enterprise.
