Abstract

Today, the acquisition of reconnaissance assets is carried out in accordance with the requirements that are determined by the current regulatory and legal acts ofUkraine. These documents define the stages, procedures and features of the procurement of products, works and services for public funds, including exploration means. However, today, there is no approach or methodology on the basis of which it is possible to choose among several proposals based on certain criteria.The purpose of the article is to substantiate the methodical approach to the selection of intelligence assets and their suppliers for the needs of military intelligence.Since a set of objects that are evaluated when choosing intelligence assets and their suppliers, can be described by a large number of characteristics that are diverse in their physical content, it is advisable to choose a rating method for conducting such an assessment. This method involves the use of a mathematical apparatus that allows you to bring a set of indicators that are different in their essence to one generalized indicator, which will quantify the degree of superiority of one object of research over others.After carrying out the calculations provided for by the rating method, the intelligence agent and its manufacturer (supplier) are determined with the highest rating index by comparing certain ratings. Based on the obtained values, a decision is made on the choice of a means of intelligence and its supplier (manufacturer).A methodical approach to the selection of intelligence assets and their suppliers (producers) in the interests of military intelligence is proposed. Such a methodical approach allows bringing the totality of various indicators in their essence to one generalized indicator, which quantitatively determines the degree of superiority of one object of research over others. On the basis of this approach, it is possible to determine the best means of intelligence and its manufacturer (supplier) for selected indicators, such as, for example, the quality of the means of intelligence and its price.A further direction of research may be the determination of requirements for particular indicators that characterize the quality of specific reconnaissance assets.
