Abstract

The article examines the management mechanism of the development of the circular economy in Colombia, systematizing its key features. It is substantiated that the transition of countries to a circular economy ensures their sustainable economic growth, social balance, energy security, and enhances the resilience of the economic system. The transformations of the global economy, along with the increase in uncertainty and risk, underscore the relevance of implementing a circular economic model. For developing countries, the circular economy additionally promotes the creation of new jobs and types of economic activities, overcoming poverty, and increasing the innovation of economies. At the same time, the underdevelopment of infrastructure, lack of financial incentives, lack of producer interest, an unformed consumer culture, and other factors require active state support for the development of the circular economy. In Colombia, a Circular Economy Development Strategy has been established, where key priorities and support tools are identified. It has been proven that in Colombia, the circular economy model is actively implemented and supported at the state level, including the development of special regulatory acts and waste collection methods. Colombia is recognized as a regional leader in the development of the circular economy and continues to refine the tools to support it. Another important element is assigning responsibility for eco-friendly packaging and waste recycling to the manufacturer, which is enshrined at the legislative level. An important aspect is the public-private partnership, the division of responsibilities for the development of the circular economy between local authorities and private business, stimulating competition among provider companies, and involving as many stakeholders as possible. Given the need for post-war reconstruction and limited resources, the concept of a circular economy is extremely relevant in Ukraine, therefore, analyzing Colombia's progressive experience will facilitate the adaptation of specific tools and methods according to the conditions of economic activity in Ukraine.
