Abstract

The article develops proposals for initiating blue growth in the economy of post-war Ukraine, based on the conceptual provisions of sustainable development and the blue economy, the results of a descriptive analysis of relevant data. It is emphasized that Ukraine currently lacks the practice of keeping specialized statistical records, in accordance with the theme of the blue economy, but some indicators can be compared with other countries, in particular, the indicator of protected marine areas, % of the country’s territorial waters, as of 2021 year Ukraine with 9.24% is significantly inferior to most EU countries. For example, France has 49.83%, Poland – 22.57%; according to the indicator of land and sea protected areas, % of the total territorial area of the country, as of 2021, Ukraine has an average value, namely 12.28%, significantly inferior among the 13 BSEC countries only to Bulgaria (33.11%), Romania (24.36%) and Armenia (24.31%). It was determined that blue growth belongs to the categories of the subjective theory of sustainable development, and as a type of economic growth, it involves the growth of the main economic indicators of industries that are directly related to the maritime complex, as well as related industries, that is, the corresponding economic system reproduces itself on an expanded basis. The proposals consist of the following: ensuring institutional support for the transformation of Ukraine’s maritime complex into a sustainable blue economy; joining powerful international financial instruments to support projects for the restoration of marine ecosystems of the Ukrainian Black Sea region; promoting the spread of the circular economy and preventing the generation of waste in coastal settlements; implementation of coastal resilience measures based on nature-based solutions; activation of the wide use of Ukraine’s offshore wind energy potential: issues relevant to blue growth are not sufficiently taken into account when modulating the scenarios of the second Ukraine’s Nationally determined contribution; supporting the development of the knowledge-based blue economy; research and innovation in the field of blue economy, etc.
