Abstract

The purpose of this study is to draw up a policy plan for operating the system of regional public talents(basic education teachers) who will take charge of education for persons with borderline intelligence as a public sphere. Methodological perspective of this study is that local government cultivate, employ, manage the regional talents necessary to region itself, and so institutionalize to serve their own region. The basic education teachers are public education talents, who regard themselves as educational volunteers and are cultivated through the training course based on special education run by regional universities and the related institutions. We design that public education talents can acquire qualification of regular or assistant teacher, and then local Ministry of Education select and employ some of them. Up to recently, education for persons with borderline intelligence was a sphere that has been lack of national and social interests. Now, Ministry of Education and local government should pay close attention to the sphere as a public one, and deal with positive policies.
