Abstract
Effective socio-economic development of territories is possible provided that innovations are involved in the man- agement process, which significantly improve the quality of preparation of management decisions in this area. Being the most important factor of development, the territory should thus act as an object of management. In this regard, there is an obvious need for public authorities with appropriate powers to make such management decisions that would ensure the maximum socio-economic effect from the use of the territory. The most effective in this regard are new organizational solutions that will improve the management process and ensure the sustainable development of territories.
