Abstract

The purpose of this study was to explore the direction of change in Korean school curriculum governance. To achieve this purpose, the perceptions and demands of the participants on curriculum governance were analyzed through mixed research methods including literature review, survey, and interview. Through theoretical exploration of the direction of curriculum governance, a three-dimensional structure of curriculum governance composed of institutional level, participation structure of decision-making, and curriculum elements was derived. The result of survey analysis showed that teachers and educational supervisors recognized that the national curriculum was governed exclusively by bureaucrats and experts. In addition, it was found that the degree of consent to the need to expand the initiatives of provincial offices of education and the autonomy of school in curriculum including educational content, was very high. Accordingly, it can be said that the direction of change in the curriculum governance in Korea needs to be placed in the establishment of participatory and collaborative governance in the national curriculum, establishing decentralized curriculum governance in the relationship between the nation, provincial offices of education and schools.
