Abstract

In the context of transition of the National Economy to market relations, the system of management of mobilization training almost did not change, but only decreased and lost managerial functions. The management system had administrative and command features that were inherited from the mobilization management system of the former USSR. Defense enterprises continue to carry out their business activities under the system of functionally-oriented management and operational-calendar planning to this day.The purpose of the article is to define and systematize the functions, tasks of the management system of mobilization training and mobilization of the National Economy of the state, which will further formulate effective proposals for the elimination of certain deficiencies.The strategic decision to undertake mobilization training and mobilization of the national economy is implemented after its approval by the National Security and Defense Council (NSDC). Usually, its implementation is much more difficult than preparation and decision making. The implementation of a solution in life is first and foremost a control over how it is implemented. The control system must provide feedback between the subject (manager) and the management entity.The existing system for managing the mobilization preparation of the National Economy is ineffective since it is a component of an unreformed system of managing the National Economy with administrative and command features.A large number of problematic issues in the functioning of the mobilization training management system of the National Economy require their elimination and radical change, which must function effectively in market conditions.Uncertainty in the priorities in arms and military production leads to a waste of financial resources.Creation, development, and maintenance of the mobilization capacities of the state require adequate funding. The system of preparation of management bodies of state bodies, local self-government bodies for actions in case of mobilization on a uniform methodological basis also needs appropriate restoration.
